Blocked Nokia 3200

Hi! Got this unlocked but blocked Nokia 3200(Can't make phone calls e.tc.)...I know that I can't unblock dct4 phones with only a cable. So, is the phone of any worth, or shoud I just toss it?

How do I change the UEM chip - what will I need and is this easy...Would it be easier to buy a new phone???

well maybe I'll sell - but i'd do a swap - this is a brand new phone - it has just been blocked...The phone is in perfect condition...

Would it work in Bali, if it is blocked by the Australian Networks - I could sell it there...(to someone living in Bali)
