U don't pay the wap site u downloaded somepin from, but u pay a fee to ur service provider for using the internet(wap)! for example, 1kb or 1min of wap costs so much ....

...because you used the network resources of your operator. Your operator spent a fortune to build-up the network that is why they ask you to pay for using it. Service means business... :)
