How to reprogram Motorola V60i to use on Cingular network?

My husband bought a Motorola V60i TDMA phone on Ebay about a week ago, thinking that it was a GSM phone and he could just swap the chip from his current phone, which is on its last legs.

Does anyone have any info on how to reprogram this phone to work with Cingular?
