Unlock code 1 not returned

I used the generator (DCT4) to get unlock codes for a Nokia 6200. I used the IMEI returned by the phone and also as shown on the original box.

The generator returned codes for 2 - 7, but left out code 1. I saw a similar post dated in April, but no explanation.... Code 7 returned a "Error in Code" (or similar) message.

The calculator returned:
#pw++1#
#pw+296585415445504+2#
etc.

I tried code 7 only.

Any ideas on why the first code is missing (Using ATT Wireless in USA)?
