HELP! 3650 not accepting my SIM cards and giving strage errors

hi.

i'm in the process of porting my number from ATT to tmobile. my att SIM is no longer registering on the ATT network, but is being accepted by the phone.

i also have a tmobile prepay SIM that is not being accepted by the phone. i warranty exchanged this phone a couple months ago, and can't remember if i unlocked it or not, but since it's not accepting the tmobile SIM i assume it's not unlocked, giving me the "insert SIM card" message.

so i broke out the DCT4 unlocker and generated the codes.

my IMEI is 351102503692617

network the phone is locked to is ATT. i was using network code 31038

i entered code 1, but it gave me the message "phone was not restricted"

i tried code 7, but got the "code error" message.

WTF is going on? why won't it take my tmobile prepay SIM?
