3650 Ringing Volume

I've added some entries to my CONTACTS and I've assigned specific ringtones to some of them. It seems that when I define the Volume Ringing Level in the PROFILES, it's not going to work for them unless I activate the Vibrating Alert. For example, I set the level at 1 (lowest level) but when these people called, the phone didn't acutally ring at all (like silent mode) but settting the Vibrating Alert made the phone ring at lowest level, along with vibrating alert.
I first encountered this problem when I noticed that the phone was not ringing at highest level (even it was set to it) when I had incoming calls from those people and as I switched the vibration to on, the problem got solved. Is this a firmware bug? :???:

I must say that I've recently formatted my phone and its MMC, so just like the very first day and still no 3rd party application installed on it.

Any comments?
