NEC e313(SV15) blocked or can't be unlocked

Hello!

I bought recently a NEC e313(SV15) and I tried to unlock it with some wrong codes,generated by an old NEC calculator. Three days before I went to someone that bought Crazzy NEC 3G unlocker but again it can't be unlocked with the right codes.My NEC is only NET locked,all others (SP,CP are unlocked successfully). What do I have to do with it? I have to found a code that makes a reset of NET unlock counter or I have to flash it? If I have to flash could someone give me any direction how to do it?

search for IPLS or go & search/ buy spear NEC soft its got reset unlock counters e.t.c also direct unlocks all versions.

I have downloaded(please check attached,open it with winrar) it but I'm not sure under which version of windows it canbe runned and what kind of cable should I have to use.
