Well the problem is not the .rpl file, is the UEM chip, the skills needed and the equipment to change it...

Be aware that while you may find the .rpl file, changing UEM ic is not an easy task. Mr. sergo_zmeia can point you correctly, since he's a hardware expert.

Well... the problem im changing an imei -besides it's illegal in most countries- is that it is stored in an OTP (One Time Programmable) IC (Integrated Circuit), called UEM ic. So, in order to change IMEI, you need to replace the UEM ic also. Then, you need to write the IMEI to it, which is done with an RPL file (RPL stands for text document RePLica).

The task is a little complex. Take a look at the other thread on this forum about changing UEM, where Mr. mestrini posted a link to a device that allows to change the IMEI by patching the flash in the phone, thus it is not necessary to change UEM. Though I can't say if it works or not, it seems a choice and if you have the money you could give it a try. Certainly it's easier and cheaper than the equipment and skills needed to replace UEM IC.
