nokia 3100 unlocked but problems

I am new to this forum.
I have looked at the FAQ and no one seems to have this problem.
I have unlocked a 3100 from uk orange to accept uk o2, the problem I have is that when I dial a number (11 digits) a msg appears saying 'call not allowed'.
Any help please

Hi,
it is not stolen, it is from family, I used the calculator to unlock phone it reads the sim ok but I can't use it.
