would it be possible to modify a 3210 using a data cable to do the following:
Directly access the transmitter and reciever.
Access data channels.
Flash phone.
Send data to and from PC to PHONE (software modem).
Transmit data to network from PC via card reader.
or even convert a cellphone in to a cellular scanner by accessing the transmitter and receiver.
AND ANY OTHER IDEAS

If only all of these were possible... we would know about it!
The only thing you can do in what you said is flash the phone.
The others are possible with a phone's hardware with no problem... but the SW of the phone has not been designed for it, that is the problem. It would be necessary to rewrite the phone's SW to add support for the different functions.
You could imagine using your mobile as a scanner to listen to conversations around you, although GSM is quite well secured.
All phones are designed to work in the guidelines given by GSM norms, so everything works well, but if someone could rewrite a custom software, he would be able to do lots of things that have not been taken into account, because the phones' HW is very powerful...
I already have been thinking about that for a moment, and it IS possible. But it would be VERY VERY long, and GSM would maybe not exist any more when you have your first custom SW version working. . . Imagine disassembling around 2Mb of code, and -worse- understanding everything? It is easier to restart it from scratch!!
However, I still dream about finding the source code of an nokia phone one day...
