.re, .bin and ota ringtones

Anybody know something about the .re or .bin ringtone format. I mean enough to be able to compose one from scratch. If so could you be kind enough to share the information with me. I want to write an app to convert .re or .bin ringtones to the nokia ota format (sending ringtones via sms). I know the ota ringtone format, but I have no information about the .re and the .bin format. Any help would be appreciated.
