HELP for 3310 charging fault

I have a 3310 with charging fault. The voltage at battery contacts is about 5.50V instead of 3.60V... I've changed charge IC and all related parts but problem still goes on... waiting for your advice! :(

what u means all related parts??
all the parts are inter-connected.
