java application access settings

I could not enable "java applications" to access phone memory without asking.

Menu collection-> option-> application access-> phone access-> read user data
The choices are
1 - ask every time
2 - ask first time only
3 - always allowed
4 - not allowed

I could only select the 1 or the 4, not the 2 and 3 choices.

Any idea ?
