T28 unlock problem

I have a T28 World in North America. I just purchased a brand new AxRxTx unlock cable to unlock it. I have tried ATR5.0 and ATR5.3 to unlock it. I am using Windows 98 and plugged into an actice serial port. When I run ATR it does not seem to see the phone at all. When it says to press <NO> for a short time all I ever get is a Timeout no matter what I select in ATR. I have cleaned the contacts on the phone. The phone does work properly but the network is locked in it which I want to unlock. Do I need to do anything else to get this to work et al; remove sim, unplug antenna, or what? Can anyone PLEASE help me?

seems to be a bad cable, atr5.3 will work for the t28w, before pressing no remove battery for a couple seconds.
