A dongle is a piece of hardware that you can connect to any PC to run a piece of software. It connects to your parallel port (the same as your printer), and contains key information (or even all the information) for running a program.
In this case, a dongle is used when generating dct4 master codes, you can buy one from between £40 --> £x, you are provided with software and the actual dongle itself.
The dongle itself isn't really "used" by you, you simply connect it up, and software handles it from there, but just remember, a dongle isn't just to do with nokia, there are many programs that use dongle protection, just in this setting, most people know of the dongle as part of a dct4 mastercode generation tool.
