Use EEPROM Tools v3.1 and click the padlock in the software

    OR

Knok build 21 or higher to Clear SP Locks from the menu.

    My little experience

It also happened to me with my 7110 , i closed all 4 locks by accident an could not open them later. But the only tool that opened all locks was Nokiatool 1.8 By trollis, First click on "Clear SP Locks" and later "Open All" reset and read the phone again, it must be all open...Good Luck... the soft is in the download area

Not sure what method you used to unlock but if you did any type of reflashing or factory resetting most likely thats the culprit.
You just defaulted the settings back to SPEED DIAL keys NOT active.

Assuming the software from a 8210 is very close to its North American cousin the 8290 check in the 'Names' sub-menu or 'Speed Dialing' submenu for 1-touch dialing and re-assign the keys.
