help with unlocking nokia 6210

hi guys
i tried to unlock my 6210 so i can use it in hungary
i entere the unlock code and got the message "sim restrictions off"
which is fine!!
however when i put in the vodaphone hungry sim it required a pin code
and when i entered the pin code it said "sim not authorised"
(the pin code is correct!!)

the phone is from israel partner...any idea how to get it to work??
