it means you have tryed 5 times with wrong code you will now need to use cable to unlock.
If your phone is from Rogers, then you shouldnt call AT&T's customer service, you should be calling Roger's customer service instead, that should help problem #1. As for problem number #2, if you enter the incorrect code more than 5 times, you can not unlock the phone any more.

not true..the phone can still be unlocked as Typoid said....

just to confirm
yes if you have used up 5 trys you can still use the cable method to Direct unlock the fone
so your fone wont be locked forever
