I think that the IMEI numbers aren't shared between countries, even on the same roaming agreement, but I don't know.

So yes, if it's been barred in England then there is a high probability that it will work without problems, especially on an Indian network provider.

That is of course based on what frequency the Indian networks work on. Dual band is 900/...1200? or something. What frequency do Indian networks work on ?
