Bios Settings????

i just bought the proper lead to flash my 3310. the only prob is that i can't seem to get a connection, I think that it might be my bios settings are wrong, because when i first bought a data cable i had to open the port in my bios.

can anyone please tell me if i'm right or wrong, or just point me in the right direction.
