Upgrade Symbian on 3650 ?

Yes,the latest firmware is 4.13.
It improves the loudspeaker software and other things.

I'm very pleased that they improved the speaker(It's like they put another one in it,louder and clearer).

Go to the nearest Nokia Service Centre(Find it on the Nokia website)and get your updated for free(warrenty).

im lookin forward to an upgrade too, since so mani ppl gif the 4.13 the thumbs up, but i feel like selling my 3650 and get another fone alreadi... kinda bored wif my 3650, lol.

On the 6600, this Symbian OS v7.1, can i install this one on 3650 ?

What you mean is the Operating System(OS).
This is not firmware.

4.13 is the latest firmware. You need a flash kit to do this.
It's better to go to the nearest Nokia Service Centre.
