Pls Help Me . Its important

Hi i have an noka 3230 and my bluetooth dosent works .I am from albania and we here dont have Nokia Qualified Service Centers .
Now i have to explain all of that to you
When i try to open my bluetoth it gives one error message when i try to open the bt . now i went to some service center here but they said it was inposible to repair it , i dont belive so , a read smth here about flashing the phone but i dont know how ,i am a begginer in thi things ..
so if anyone can help , or i just have to through away my phone
