macromedia flash or director for making phone progs?

hi im just wonderign if flash or director would be sutible for making programs to edit phones either the flash or mbus? asi have no idea of how to program with VB but i am fairly experienced in flash and willing to learn

Macromedia flash is multimedia presentation and web based animation software, i think it can't be used for making program to edit flash file ...
