Sorry for the stupid question but am try to resolve this matter
what is the difference between Data Cable and Flash Cable

Can i flash a 3390 with a data cable

if not possible how i flash i need a good program ?

you need both cables!!!with the flashercable you can write updates or mods into your phone.......then you have to use your datacable to set FAID for network reachablity and remove simlocks.........
