plz help nokia 6310 showing (local mode )on screen

hi plz my phone nokia 6610 is completely fall in water for 2min i take it off and open it and clean the pcb using alcohol and dry it using hair dryer for 20min now when i put the battery in the phone the screen light is always on even when the phone is off,when trying to turn the phone on or try to charging the battery the messege (local mode)appear on the screen,when i take the battery of and then put it on amny time the phone is working but now it freeze when trying to call or recive any number then back to local mode any sujjession thxxxxxxx
