When I try to connect my 6600 to Windows XP, it registers the phone as "Standard Modem over IR link", not as "Nokia 6600".

The procedure is: I activate the Infrared on the phone - XP finds the "Standard Modem over IR link" - the phone cuts the connection.

What am I doing wrong

About your Infrared, do this:

Right click on "My Computer" and click on Properties. Go to Hardware, then press "Device Manager". You should see your Infrared listed under "Infrared devices". Right click on it, and select Properties. Go to Advanced, and change Infrared Transceiver Type from "Sigma Tel 4012" to "Sigma Tel 4000". Then go to Speed Enable and change it from 4000000 to 115200.

I'm aware of that solution. I once had the SigmaTel infrared device too, I don't have it anymore. Using a Sitecom CN-100 these days. So that's not the problem
