is the answering machine free
when somebody calls and saves a message do i pay anything ?
or do he pays anything ?

It depends which answering machine your talking about,

If its your network providor's answering machine service then its up to them whether they charger you or your caller for its use, but generally your caller will pay for the call to leave a message, and you will have to pay to pick up the message as well,

If you are talking about a software answering machine like smart answer, then your caller will pay the usual call charges the same as speaking to you, but you pay nothing to listen to your messages becasue you are just playing an audio file from your phone
