Hi mekme!
Which program did U used?
With DCT4 unlocker by JIC it works fine!
Try it again, if not work, make an update of software...

It means one of two things
1. Your phone has been barred, can't do anything with this.
or
2. You have not registered the SIM card, phone your service provider and register the SIM card.
The phone is unlocked.

CPRafferty is spot on!
Barred= Phone has been reported stolen or missing and the imei number has been barred from accessing the network!
2nd, it most likely means that the sim card you have is expired! Pre-paid card only have a very short life span unless topped up with credit continualy, bill paid will show this msg if you don't pay the bill:)

this seams to be strange..
i can use the phone with comviq but not with telia.. only when i use telia simcards the text appears.. and believe me.. the telia simcards i use are not expired..
i use telia in my 3310.. thats why i need to unlock this 3510. to use this instead.
so how can i solve it?
change imei? .. = illegal?

I REPEAT THE PHONE IS UNLOCKED
Its just barred and as its DCT-4 THERE IS NO WAY OF CHANGING THE IMEI.
Unless you want to fork out for some serious hardware and software.
I think if you had about £1500.00 you could do it.
Basic way of change DCT-4 IMEI:
1. Open phone and using HotAir station remove OTP chip (OTP=One Time Programmable)
2. Replace Chip with a new blank one
3. Write a new IMEI number on OTP chip.
4. change IMEI in two other places in phones flash.
5. Your done.
*edit*
And NO before anyone asks I can not change DCT-4 IMEI's
