is there a way to turn it on by a program ..
without infirm my provider?

In your phones connection settings there are two options... i think.

You can have your GPRS on whenever the signal is available. Even if your not using it you have the connection.

Or you can have it set for WHEN NEEDED, this means you GPRS is ON whenever you use it like when sending Multimedia messages or when using WAP.

Why do you need the program?
Just Go to Settings=>Connection=>GPRS and set to when needed.
