English at PPM

Hi
Some guys at the forums say that have modified PPM from THAI to GREEK or THAI to POLISH and other linguages but All the times that i tried to modify a PPM i got C.SERVICE or No network Update faid houndred times and use many tools but nothing the problem is here again {NO NETWORK}
Every times that i try to modify a linguage i modify english-to my linguage but i'm wondering maybe we can not ruin english in the PPM? :???:
Can anyone help me how can i modify totally a ppm and add my linguage :???:
