I know where you can get midi files which you can download to your phone. WAV files I don't think can even fit on your phone because they are massive.

download any mp3 of song title u wan,
Convert it into wav files wif any mp3-wav converters
Use win recorder to edit length of tone.
Save under diffrent format:
ie. when saving file.... choose save as
there'll be a format button below... select GSM 6.10 attributes under 22.050KHz
