how to edit "programs" Folder

Hi there,

Does anybody of you guys know how to edit the "Programs" Folder or where to find it ?
I habe Bluetooth and a USB Card Reader, but I am unable to find
the Folder.
I see c,d,e,z and the folders but no Programs Folder.

Who can help me?
