Are you sure your power button isn't mis-behaving? Mine is very intermittant, and will only turn on if I muck about with it for 5 minutes. Once my phone is on, I try to keep it on (charge it every night, never let it run down)
mine has the same problem.... some times it turns on and some times I have to wait for a long time to turn it on...
NOKIA, TAKE CARE WITH THIS LITTLE PROBLEMS!!!! ;)

well it takes time for the 7650 to booth up.. since the system reads the last task the phone has done.. its kinda like a PC... but in your case there is somthing wrong with the hardware... normaly you will see the phone charging level since the charging module is only a part of the phone system and is separate from the whole phone board... I guess you have to bring your phone to the nearest center and have the phone checked

Hey LogoMan, I took mine into the shop yesterday for exactly the same problem. Simply rub the contacts on the battery and the contacts on the phone for the battery with a simple pencil rubber. The assistant did that for me and it cane in first time.
Try it, sounds daft but it worked for me;)
