That is a Wintesla/WinDLS flash file format, not binary or .FLS
It ZIP size is 24mb coz it has complete PPM Version (Languages)...
You can choose what PPM pack suits you best!

You need a griffin box to flash your phone. or a AFD or a Neelix2. I don't know about cheap DCT-4 flashers.
