7250 v3.14 flash, need help!

I just downloaded the Phoenix 3.14 package for the NHL-4U, but it asks me to install the Phoenix Phone Data Package 2.0 first. Where do I get this from?

I think what I'm looking for is something like this:

Didn't work. I actually have the files extracted, but I need the FIA files for my flasher to flash it :( anyone able to help?
