6610 imei change

Hi,
my friend has a 6610 which is locked to telstra(australia),its not a simlock,but it is a lock that disables him to receive and make outgoing calls.the phone is fully functional and may have been reported stolen which is why it is doing this.
How can he get around this?
i thought maybe with some software that he can use to alter his imei number?

Short answer NO

Long answer it is possible to change the IMEI of DCT-4 phones (the 6610 is one of them) BUT is requires you to remove a chip from the phones board replace with a blank one and re-writing the correct changed data back, an expensive and long process.
