How do i release the lock of the blue tooth option i have on my cellular 6310i?

do i need a dtc4 cable for that. chnging the software or is it just a code?

where can i buy this cable?

hi I understand that you need to update it with a software from a country that doesnt have blue tooth lock like america but then you wont have all your country lenguege
