Sounds like they havent activated your sim card yet, no idea why? Just to be sure try someone elses sim in it to make sure there isnt a phone fault.......
I have heard loads of bad stories about o2 online customer service i have been with them since the early days and when i needed to contact them they were really helpfull (so they should be at 50p/min phone number!)

What's happening is at O2 they are changing the software they use to activate the SIM cards, but they have been having trouble with it. Also they don't know if it has registered correctly or not. Phone them and complain, or go into an O2 shop and kick up a fuss. My dad received three SIMs before he got one that worked and he was on the phone to them most nights for a week.
The handset shouldn't be at fault; just complain as much as you can, and go on about compensation and the like...threatening to cancel the contract as you are paying for something that you are not receiving.
Good Luck, you'll get a working SIM eventually!

That takes me back a few years when i connected loads of phones and they wouldnt go live, o2 hadnt programmed all the sim no.s into the computers so it wouldnt activate. After about a week i had to replace all sim cards along with a ton of paperwork!
