T68i GPRS unlocking

I saw from a website claiming that a "carrier unlocked" phone is only "voice unlocked" and not "data unlocked". That means if I unlocked a T68i from AT&T, I will not be able to use the phone with GPRS service from another company.

Can someone confirm about this? If this is true, what can I do to "data unlock" my phone. I've already used total tool to read the NCK code of my phone to get it "voice unlocked".

The data block is not from the phone its from the network.

They need to make certain sim cards active with the service. The phone will work on GPRS with any network that supports it just need the right settings and to be "data enabled"
