What Cable Do I need to Unlock 3650

I tried the codes generated by this forum and others and I exceeded the 5 tries, now when I enter in codes I get either a code error or "not allowed", I'm guessing it's been locked permanently.

I wanted to know if I purchase a data cable, will I be able to unlock my phone, basically what I wanted to know is what do I do now to unlock my T-Mobile Nokia 3650 phone, I'm in Orlando, Florida.
