what is a service command editor?

It allows you to write both numbers and letters in order to control automatic telephone services of your network, if supported.

I think that means like switching service settings on and off and alike (voicemail etc.) - I myself have wondered if you could actually do anything useful with the feature.

The quote that scrumpy has, is correct.

Here in the uk we have pay as you go sim cards.
If you want to top up your sim card or check your balance you send a code to the network and they send you a result.

For example
On a BT Cellnet (02) pay as you go sim, to check your balance you type in *#10#

You can either type this in in your fones keypad and send it off, or do it the proper way and send it via the service command editor.
