Avatar Upload Problem

Is there no option to upload a new avatar? If someone can upload my new one for me that would be great :)

Is that possible cause I cannot find anywhere to submit my own Avatar?
I know that some forums have a minimum post setting before you post your own Avatars is that the case here?
