Unlocking TDMA 5165 (Redundant i know)

Having searched throughout this site, I still can't find a straight answer as to either what software to use or how to unlock Nokia TDMA phones.

I own WinTesla, and all the AT+T phones are BandOrderLocked and the values cannot be changed. When I do the *3001# and go to NAM2, the Home SOC feature is gone.

Anyway, how do you un SOC lock Nokia phones (specificialy 5165, 616* TDMA)
