Nokia 3650 from England to Manila, Phil.

my friend's sister will get a 3650 from England. I guess it will be sim locked to the operator where she will get it. What will i do remove the locked so it can be used here in the Philippines?

And other than the sim lock, do i have to do some other things so it can be used it here? Please help.....
