wELL, it's easy.
Use the nokia pc suite. Upload the mp3 ringtone into the MMC or phone directory called SOUNDS - DIGITAL.
then go to the settings and you will find the mp3 ringtone among all the ringtones.

Okay don't look for the mp3 file.. Look for the wav file.. Because that is what it is converted too!
The procedure is correct. It just that the 3650 doesn't accept mp3's as ringtones. Only wav files. But if u follow the given procedure and your pc suite is set with default options, you should have a resampled wav file of your mp3 that you can use as your ringtone.

I uploaded *.mp3 into MMC, but i didn't set my *.mp3 to ringtone, i have SeleQ on my phone. My PCSuite not start with my phone. Can you help me??

Ah my friend.. You don't have PC suite working.. Hmm..
Right then what you have to do is first resample your mp3 file to a wav file.. There are many convertors available for this.. For a free one go to dbPoweramp.com.. If you have winamp installed onto your computer u can use the diskwriter function too!
For an optimal sampling rate, try to to choose 16khz,mono output.. It should be best for a reasonable sounding tone.. (Feel free to correct me here!) and thereafter conversion you should have a wav file. Transfer this .wav file to your sounds/digital folder in your mmc.. And you should have a working ringtone
