AFAIK the only way to get netmonitor on dct4 phones is to get a special flash from nokia, u need to prove that you are an engineer or something to get the flash and it can only be done by nokia directly, it cannot be done at a service centre.

that is what i have been told in the past, I am not saying that it is impossible to do with software, just that there is no software to do it at the moment.
