Nokia 7210 Not Unlocking!?

Hi!,
I have a nokia 7210 which is my brothers that im trying to unlock its locked to T-Mobile UK and ive tryed to the the free codes generator but all the codes just dont work it says "cannot undo restriction" i don't know why this is happening :-? but if you have any ideas why please let me know. The IMEI is : 351114104329614.
Its Locked to T-Mobile Uk.
