Test the vibrator first with a small battery, I dubt that it is faulty.
Also clean the contacts on the PCB for the system connector that the vibrator sits in. Some early versions of the 8310 had a problem with vibrating that a simple software upgrade would fix. If not, it will be the UEM IC.

My problem is in software but I dont hawe flash file and flasher. But I know for one progy who can repair vibra and ring problem

I don't like to use carcked software but, isn't there are a cracked phoenix someware around? If you can find it make sure that your 8310 hasn't defulted to something like 2.9 or 9.2 %. If it has bring it up to something nice like 21.7%
