A security failure message on your handset does not necessarily mean you need to illegally (in draconian UK) change your IMEI. It could simply mean that the phone has a block restriction e.g. network, and the sim being used is of a different network or is no longer valid. Panasonic seem to think it's funny to block the entire phones' function for a simple lock.
You can safely check to see if your IMEI is blacklisted by calling the networks, and if it's not.... well you still probably need some kind soul with the equipment/knowledge to unlock your phone.... but safe in the knowledge (who cares) that the IMEI is alright.
