Cable build Help !

Im looking on here for a reliable diagram to build a F/Mbus flasher (dual) cable as i cant get pheonix do update faid or any thing else with the cable i have at the moment so if any one has a good detailed diagram i would be greatfull thanks in advance :)

Could you tell me is the area i have marked on the diagram a chip if so what chip is as it does not state what it is...(max 232?)

IS IT 74HC14 ?
